The Philippines government has been recommended to establish an independent regulatory body like the European Union (EU) to ensure the ethical and safe use of artificial intelligence (AI). The suggestion was made by IBM Corporation, which stressed the need for strict regulations on AI data management and privacy protection.

EU’s AI Act and GDPR recommended as model:

IBM Philippines AI Architect Gerando Luis Bongnay said data quality and security are of paramount importance in the development and use of AI. He advised the Philippines to follow the EU’s AI Act and the General Data Protection Regulation (GDPR), which provide clear guidelines for data collection, processing, and use.

According to Bongnay, the development of AI starts with data. Companies should first organize and secure their internal data so that AI models do not produce incorrect or biased results during training.”

Need for compliance group for open-source AI:

He also suggested that companies using open-source AI models should form a compliance team to ensure that only valid and appropriate data is used in AI training.

Meanwhile, Chinese AI startup DeepSeek has recently been banned in countries such as Taiwan, Australia and South Korea due to data privacy and national security concerns. This incident shows how important data protection and regulation is in the field of AI.

Growing use of open-source AI in the Asia-Pacific region

According to a 2024 report by IBM, 61% of IT decision-makers globally use open-source ecosystems for their AI tools. This trend is growing even faster in the Asia-Pacific region:

  • 73% of companies in Indonesia and South Korea rely on open-source AI.
  • The Philippines’ AI market is projected to reach $3.5 billion by 2030 (Statista data).

AI skills development a must for employees

Bonganay urged the Philippines’ workforce to upgrade their skills to work with AI tools. He said that “the future of AI will be in the hands of countries that can find the right balance between innovation and data security.”
