Middle East Tensions: Russia Repeats Demand for P-5 Summit at UNSC, Raises Questions Over International Law

P5 summit: Amid rising tensions in the Middle East, Russia has said that recent events have raised serious questions about the global order and the effectiveness of international law. Moscow believes that the situation in West Asia has rapidly destabilized after the attacks on Iran by the United States and Israel, creating the need for a new discussion at the global level regarding security and stability. In this context, Russia has said that there is a need to once again implement the proposal to convene a meeting of the five permanent members of the United Nations Security Council (UNSC)—Russia, the United States, China, France and Britain.

Kremlin spokesperson Dmitry Peskov said that the current global conditions further increase the importance of that proposal which President Vladimir Putin had put forward before the COVID-19 pandemic. The purpose of that proposal was to promote direct dialogue among the P-5 countries on issues related to the global security system and international stability. According to Peskov, the present circumstances indicate that high-level talks among major powers have now become more necessary than before.

In an interview given to a Russian state television channel, Peskov said that in today’s global politics the position of international law appears extremely weak. According to him, these rules exist on paper, but their implementation is rarely seen in the real world. He questioned that when different countries are taking action based on their own interpretations, how can anyone be expected to follow international law.

Peskov also said that at the present time it is becoming increasingly difficult to clarify what the real definition of international law is and which principles should be universally accepted. According to him, because of this a situation of confusion is emerging on global platforms regarding rules and norms.

Russia says that regional tensions suddenly intensified after the military action by the United States and Israel on Iran, making the security situation in West Asia even more unstable. According to Peskov, several conflicts and unresolved disputes already present in the region are now affecting the situation together, due to which far-reaching consequences may emerge at both the political and economic levels.

On the same issue, Russian Foreign Minister Sergei Lavrov has also demanded clarity from the United States. He said that Washington should openly explain its broader strategy and plans and clarify how they are connected with the existing international norms and rules. According to Lavrov, to understand the direction in which the world is moving, it is necessary that major powers present their views and policies in a transparent manner.
